The first legally binding international treaty on AI, focusing on the protection of human rights, democracy, and the rule of law.
Formally known as the Framework Convention on Artificial Intelligence, this treaty was backed by the EU in March 2026. It requires signatories to ensure AI systems under their jurisdiction do not undermine democratic processes or fundamental rights. Unlike the EU AI Act, it is a multilateral treaty that includes non-EU members like the US and UK, providing a high-level global baseline for AI safety.

A US-based developer provides facial recognition to an EU law enforcement agency; under the Convention the US and EU must ensure the system adheres to strict human rights safeguards to prevent indiscriminate surveillance.
