Most standalone high-risk systems in Annex III (e.g., in hiring or education) allow for internal control-based assessments, provided the organization has a robust Quality Management System and follows harmonized standards. Self-assessed systems still require an EU Declaration of Conformity and CE marking.

A logistics firm conducts an internal audit of its route-optimization AI (classed as critical infrastructure) and signs an EU Declaration of Conformity based on their internal testing and documentation.
