Yes. AI Control Tower is built on the ServiceNow AI Platform and registers AI assets against the CMDB and CSDM, so it assumes the Now Platform underneath it. That suits organizations already standardized on ServiceNow. It also means the legal, compliance and risk teams accountable for AI governance have to work inside a service management platform. ServiceNow AI Control Tower governs AI from inside the Now Platform, against the CMDB. Enzai does nothing but AI governance: six regulatory regimes ready to use, written by lawyers, and agent actions blocked before they run.
What is the difference between Enzai and ServiceNow?
ServiceNow is a workflow company. AI Control Tower is a module on the Now Platform, and everything about it assumes you already bought the platform underneath. AI agents, models, prompts and datasets are registered against the CMDB and CSDM, the same configuration model ServiceNow uses for IT assets, which ties every AI system to the business services and infrastructure around it.
Enzai does one thing. Finding AI systems, running them through intake, assessing them against compliance frameworks, and keeping agents inside the boundaries set for them. It was founded by lawyers who practiced in this area, and it ships configured, so a compliance officer can run it without learning a platform first. The difference lies in what an AI system is treated as, and who ends up running the program. A configuration item in an IT service model, owned by the platform team and changed by raising a ticket. Or a regulated system with obligations, an owner and a live compliance position, run directly by the people who answer for it.

There is a tell in what AI Control Tower measures. Containment rate, cost per ticket, mean time to resolution. Those are service desk metrics, and they are the right metrics for the product ServiceNow actually built. They are not what a board asks about a regulated AI estate.
The question underneath the table is simpler still. AI Control Tower is a module on a platform your IT organization bought for service management. AI governance is legal, risk and compliance work. Ask who would actually be logging in.

Your AI estate only involves a couple of systems

In most organizations those teams have no reason to be in a service management platform, and putting the program there means licenses, training and a dependency on the platform team for changes. You answer to ISO 42001 or GDPR
ServiceNow publishes content packs for the EU AI Act, NIST AI RMF and US state regulations. ISO 42001 is the certifiable AI management standard enterprise buyers increasingly ask vendors for, and it is not among them. Enzai ships it alongside GDPR, Colorado SB 26-189 from January 2027, and Singapore AI Verify, with evidence captured once and reused across all of them.
Agents are in production on more than one stack
Enzai enforces at the action layer regardless of what an agent is built on or routed through. If your agents run across Azure, Bedrock, Vertex, an internal framework and whatever a business unit stood up last quarter, enforcement has to follow the action rather than the traffic path. The program has to survive contact with the business
Governance tools usually fail on adoption, not capability. Enzai ships with the workflows already configured, so a first program runs on what comes out of the box. Underneath that, forms, approval routing, risk templates and framework logic are all configurable, so a global estate with a dozen business units and conflicting sign-off rules bends the platform to fit instead of the other way round. Switching from ServiceNow
Most organizations moving AI governance off AI Control Tower keep ServiceNow for everything else. ITSM, HR, security operations and the CMDB all stay exactly where they are. One workload moves.
The work is exporting the AI asset inventory and rebuilding assessments against the frameworks in scope. Expect the register to grow on arrival, because discovery finds systems that were never in the CMDB. The bigger change is organizational rather than technical: the program moves from the platform team to legal, risk and compliance, which is usually the point of moving it. SSO through Microsoft Entra and SCIM provisioning keep access tied to the identity groups you already maintain.
